You can try BIOS Security Jumper, see Technical Product Specification section 2.3, page #41.
With the system unplugged from the power source, remove the jumper and then power it on. I believe that you already tried this because you mentioned you tried BIOS recovery already. Try this again or remove the CMOS battery for a couple of minutes.

yeah I tried that, I went back to BIOS v47 and even v45
after v47 I could only go into visual bios, I reset everything to defaults, USB ports are ENABLED,
but when I reboot my keyboard/mouse won't work, can't even select F2 to go into BIOS,
nor go into BIOS from when I boot without jumper
I am really not sure where to go from here, really need USB to do anything
See if accessing the Power Button menu allows the USB ports to work again.

thanks, I was able to get into the BIOS in this way and enabled the USB ports
(I would have thought a down/upgrade of the BIOS would set all settings to default, but it didn't)
