i7 4790k stress test at 95-100C in a few seconds... What to do?

My Setup:

i7-4970k Processor (no OC and stock Cooler)

Asrock H97 Pro4 MoBo

Gainward GTX 970 Phantom 4G GPU

16 GB 1600MHz DDR3

120 GB SSD with Windows

2TB SSHD(Seagate)

650W Gold Power Source

CPU idle temps at 33-35C, but when I start the XTU stress test, it shoots to 90+ C in a few seconds, tried with multiple configurations but nothing has changed.

I thought about the possibility that i didn't mount the CPU heatsink right so i unplugged the heatsink pins one by one and pushed them back, but still nothing. Though when i stop a stress test, the temp drops pretty quickly.. that makes me think that the cooler does do it's job.

Another thing is the fan speed... it's always above 1600 rpm, even at idle... at stress test it goes up to 1800. (BIOS at default settings). It has an annoying buzz too... my other i5 rig with the same cooler doesn't have the buzz

I ordered a https://www.pcgarage.ro/coolere/cooler-master/hyper-212-evo/ Cooler Master Hyper 212 EVO cooler and some thermal paste, should arrive in a day or two, but i have a feeling that there might be something else going on here.... can anyone help me?
