So I have a NUC i3 4th Gen D34010WYK, with and Intel 530 mSATA 240 GB drive, and 2 x 2GB of the Samsung recommended module, so it's DDR3L 1600, 1.35v. Issue is that I get the flashing 3 lights of doom on boot. I've tried each of the modules separately in the top slot and together in both slots and still the same results. The modules are known to work, they boot fine in my wife's Lenovo which has an I5-Haswell based processor, also requiring 1.35v. Any thoughts? I don't get any post screen on the monitor, etc.

It appears to be a defective NUC. My recommendation is to contact Intel Customer Support for warranty replacement of your NUC. You can use our Web Ticketing system to do that.
