Which RST version are you using?
These are some recommendations I could give you in order to try to resolve this behavior.
• Uninstall the Intel® Rapid Storage Technology from programs and features.
• Reinstall the .NET framework
• Install a different RST version
In addition, you can also try to do a system restore if the software was working fine before.
While this workaround may temporary fix the issue is Intel who has to properly address the issue. I should not have to modify my regional settings or install additional .Net language packs in order to get this service to launch. Please Intel confirm an incoming version with this fixed and publish a link to change log whenever (hopefully) fixed.
