I can't see the package in there neither but I found this package : http://packages.yoctoproject.org/detail?pkgname=xf86-video-fbdev. Have you tried with that? If you don't I suggest you to extract the files in you PC and use a Sdcard to pass the files to the board. In the INSTALL and README files you will find the instructions to install it.
I am kind off being a little lazy to rebuild the image for Galileo and was looking for a way to install xf86-video-fbdev driver on my board. When I try installing using http://xorg.freedesktop.org/releases/individual/driver/xf86-video-fbdev-0.4.4.tar.bz2 , I get error saying "No package found: xorg-server" (need xorg-server.pc file) .
I am assuming this xorg-server.pc file can be obtained by installing xorg-server package (as done for other i386 , amd architectures) . But no such package exists for i586.
Does anyone have an idea if there is some other package which can provide xorg-server.pc file.

Which image are you using IoT image? Could you attach a screenshot of the error? I reviewed the repo and it seems all the packages are in there. Try to install all the dependencies and that you have enough space in the SD card.
Yes the xf86-video-fbdev package is available in the repo. But the Packages file (http://iotdk.intel.com/repos/1.1/iotdk/i586/Packages) does not list the
"Package : xf86-video-fbdev"
Can you help me if there is a way to install .ipk file directly?
