Regarding your question please try doing the following and then run the tool again.
Go to Control Panel > Hardware and Sound >Power Options and make sure that you're running the Balanced power profile. Once there, go to Edit Plan Settings > Change advanced power settings > Change settings that are currently unavailable. Scroll through the list and make sure that "Processor power management\Maximum processor state" is 100%, and that "Processor power management\Minimum processor state" is 5%.
You can also check if there is a new BIOS version available for your system.
