I’m using the SD-Card Linux Image from this site Galileo Software Downloads and adding some packages from http://alextgalileo.altervista.org/package-repo-configuration-instructions.html . Then I use this steps to install some development tools http://alextgalileo.altervista.org/blog/installing-development-tools-onto-official-linux-image/. Not all of the packages work, but you might want to give it a try, this repo from AlexT is really helpful.
alternatively you could use the updated version of the Intel(R) IoT Developer Kit SD card image from https://software.intel.com/en-us/iot/downloads (or build yourself from meta-intel-iot-devkit - Intel IoT Developer Kit metadata).
This would you give an eglibc rather than an uclibc image.
There is also cross compile & remote debugging support from an Eclipse IDE (also on IoT - Get Started with the Intel® IoT Dev Kit Beta | Intel® Developer Zone)
