That's EXACTLY what I've been looking for! Only I couldn't express it as nicely. No solution found yet, but there might be a linux solution outside the Edison domain.
FWIW, on Ubilinux you can run iwlist wlan0 scan to get a listing of available networks, while you are connected via wifi and SSH. Not sure on YOCTO, but it should be similar.
I can imagine this would be a big concern for anybody that wants to go into production.
Did you experiment with iw?
I just augmented my original reply as you were typing yours. Yes, iw from the command line gives some results. I'm sure that can be used for a python code. But someone certainly has already done it.
