We have been testing the same NUC model with the CIR and remote control model RC1534001/00 and so far it is working just fine.
As far as I understand you installed the driver from the bundle but for troubleshooting steps, please try this driver:

Thanks for responding so quickly, Kevin. I have actually tested two remotes which are known to work on my old HTPC (with a USB IR receiver). I have a standard MCE remote and a Logitech Harmony remote with the appropriately programmed IR codes. The box seems to do nothing. I assume there is no IR LED or anything that indicates it is receiving an IR signal?
I will give the troubleshooting drivers a try. What's different about them, is it just another possible driver or does it have debugging tools?
Not suggesting it's the case, but at what point do we say, hey this may be a hardware problem with the IR sensor? I tried doing some googling but the only issues I've seen people have with IR is with Linux distros like OpenELEC. Seems it "just works" for everyone using Windows 7 and the provided driver.
I uninstalled the latest driver and installed the driver you provided. Other than it installing correctly, there is no indication that anything is working still. The device doesn't seem to respond in any way to the IR commands. Any ideas?
