I found out that the DE3815 switch off if the usb keyboard and usb mouse is not connected.
there are some others strange usb problems and I hope it will be fixed with the next bios update.
Probably on next BIOS releases this issue will be addressed.
I have try openElec and slackware Linux installed to eMMC. The problem is we cannot shutdown / reboot the Linux O/S using normal procedure (including CTRL+ALT+DEL, shutdown command or reboot command). The only way to turn off is long press the power button.

my last annotation is gone that the new update to the BIOS Version 36 does not work. But I will wait till the next update.
did you try to boot without usb devices connected? After you boot than you can plugin the usb devices. If the shutdown now works we have the same problem.
we must wait for the next bios update and hopefully it will fix the problem.
In our case BIOS 024 is helping, but affects other stuff (H.264 decoding).
I also openend a support ticket, but Intel only stated that Linux is not officially supported and I shall try a supported OS...
At least we are not alone, that gives some hope ;-)

BIOS Version 0039 solve your Problem . The system will now properly power down with or without connected usb. Even suspend works.
And what a surprise the new BISO Version 0041 still works and I can't see any other negative side effects so far (but we don't use H.264 decoding)
all tested with Debian Wheezy and kernel 3.14 64bit

Interesting I also observed issue on GPU decoding specially on DE3815TYBE NUC while it worked fine on minnowboard max ... I never suspected BIOS in a 1st place but now ... Can you tell which BIOS version is preferred for GPU support ?
Version 036 works for me even with USB ports connected (CentOS 7, kernel 3.10).
Newer versions up until 046 does not work.
