I understand the USB 3.0 controller can handle 96 end points for 8 and 9 series chipset boards
Please bear in mind Intel provides USB drivers for Intel 7 and 8 series chipset only:
This problem might be related to driver issue or hardware compatibility. I recommend contacting your motherboard maker for updated USB 3.0 drivers.

USB 2.0 or 3.0 is a hardware specification and has little to do with the OS. There is no way to downgrade (or upgrade) an specific USB version. What you can do is plugging your device in a 2.0 hub. USB 3.0 is totally backwards compatible with 2.0 and 1.1 devices. One more thing you can do is try to work with windows generic drivers. In other words, do not load any USB 3.0 drivers
