I understand USB ports on the motherboard are not working properly.
It appears to be an issue with USB ports on the computer, this means, it would be a hardware issue and requires warranty service.
In order to check if this is a hardware problem, I recommend checking the following information:
- Have you tried testing the board out of the chassis?
- Did you try BIOS recovery to a previous BIOS version? Intel® Download Center

I did the BIOS recovery. But the problem persists.
Regarding to your first point "Testing the board out of the chassis", I don't exactly know what you mean by that.
Do you mean putting the board (plus all the other components) into a different chassis?
I can't quite see the point of that. What would be the intention?
Or do you mean testing the board completely isolated (without chassis and any components) with some kind of special test equipment (which I don't have)?
Testing the board out of the chassis would be placing the board outside of the tower on a non-conductive surface, it might be piece of cardboard, and the purpose of this is to discard any grounding issue.

I have exactly the same Problem with the USB ports of DH85RL. BTW I think, that if USB works well as long as BIOS is controlling the ports, it is improbable that it is a hardware but a driver problem.
Could you please check whether there is a newer driver than Version 22.214.171.124 for USB 3.0 Root Hub and 126.96.36.1997 for H87 EHCI?
