I understand you are trying to install latest chipset utility for Z97 chipset.
The problem is that your operating system thinks you already have the latest version supported by your chipset. This is why the utility is not letting you install the latest drivers. This is explained here: http://www.intel.com/support/chipsets/inf/sb/CS-030644.htm
Please try reloading the operating system from scratch and this time, just after the operating system has been installed, try the latest INF utility:
I did that with the same results. I downloaded slimdrivers. Slimdrivers was able to detect and install two drivers
The 4th gen dram controller and pci express 16 controller were updated to late 2013 from 2006.
The question is. Why is this free soft/crapware updating my drivers but the intel utility cant get it done.
The new utility dont seem to work.

I have been able to install the latest INF utility and no issues were present. At this point, try checking with your computer manufacturer for any customized INF driver for your computer model or you would need to wait for future software releases.
