I just found a new driver set (TYK-TYB-Win8.1-64bit-Driver-Bundle-Jul2014.zip) that suggests there's a suitable driver for the UART. Unfortunately the installer tells me yet again ""The operating system is not adequate for running Intel Atom E3800 Win8 IO Drivers 64Bit".

From our side there is no driver that can make the port show as COM port but I do would like you to check the developer’s community for a possible driver.

I have posted the question in the developers area, to no avail. I find it odd that Intel develops a motherboard with hardware functionality and dedicated pin headers to expose that functionality, and then does not provide the drivers to use that hardware under a common operating system with common applications.
A bit more info, I was able to extract the embedded drivers from the July driver bundle file and I can manually add those drivers. That works, I now have UART ports in my list of hardware. Unfortunately the driver does not show up under 'ports' and does not provide a COM port entry. Looks like Intel NUC is not going to suit my needs.
