    i5 4670k. Possibly faulty

Two months ago i built my new pc and i am using an i5 4670k. However i have some issues. It might be asrock but i have contacted them and am still awaiting an answer. I bought my cpu and paired it with a noctua nh-d14 for overclocking, however my cpu won't overclock at all! the only thing i can do is 4ghz at 1.9 volts for windows to not crash, but it gets way too hot! Also just 2 days ago all of a sudden my pc's boot and general file browsing slowed down by like 30%. I might need a replace but first id like to hear an opinion from intel themselves and wait for asrock to reply.
