I am sorry you are having problems with the system but let me help you.
I just need to know the following:
- What is the NUC model number?
- Are you using direct connection or adapters/Splitters?

Please note that I have tried to replicate this problem with the same NUC model and I managed to reproduce the problem. I tested two monitors (HDMI and miniDP) and It failed as you mentioned.
I have passed this information to the corresponding department for its investigation. I really appreciate the information you have provided and pointed it out.

For some reason I upgraded both graphic drivers and BIOS to the latest versions (027 and 10.18.10.3910), and the same problems came back.
I cannot boot the NUC with both screens attached, it gets stuck with the "BIOS has detected unsuccessful POST attempt(s). Possible causes include recent changes to BIOS Performance Options or recent hardware change. Press 'Y' to enter Setup or 'N' to cancel and attempt to boot with previous setting." message.
It's like before, if I disconnect one of the screens, I can boot up just fine, and then I can connect the other screen and it works.
If I select Restart in Windows everything is fine, but if I do a Shutdown I cannot manually start the NUC if I dont disconnect one of the screens again.
I have found though, that if I enable Deep S4/S5, I can always start the NUC with both screens, even if I do a Shutdown.
However, then my IR remote doesn't work..
I have reinstalled the graphics drivers, but no difference.
Should I try to go back to BIOS 026 and graphics driver 10.18.10.3621?
Yes in the meantime you can try those drivers. We are still investigating so I will be back with more updates soon.
