Hello guys, ever since I created a new account on Windows 8.1, I'm had this problem with the Intel HD graphics control panel. I've been unable to access the 3D options menu. I've no options before at all, either on Windows 8 or 8.1. It's simply on this account. I've tried everything, from updating my graphics drivers, to running the control panel in compatibility mode, even trying to the run the old panel (with no luck). I don't know what else I can do. I just want to access the panel to change the 3D options to performance settings.

I am sorry to hear that have had issues with the Intel® Graphics Control panel.
I would need more information in regards to your system configuration:
Is your operating system 32 bit or 64 bit?
Also, the exact processor model on your system:
Click the Windows icon, and then right-click Computer .
Select Properties .
Find System Type on the Properties window, and then note the processor model.
Does this problem occur with drivers provided by the board or computer manufacturer?

Thanks for the information. Please try updating to the latest video driver version 3412.
Make sure you uninstall any Intel video driver from Control Panel, and then install the latest version, this is available here:

The problem is that you are currently running an Intel® HD Graphics first generation graphics and Intel does not provide drivers for Windows 8 or Windows 8.1 for your graphics controller.
Try checking with Microsoft Update tool for any updated driver version.
