I am sorry to hear you are having problems with the system but let me help you.
I recommend you updating the Bios in your system. Here you have the download link:
Besides this step, I recommend you uninstalling the driver and install the Renesas driver at the following link:

I have the latest bios, uninstalled and re-installed the Renesas USB Drivers at least twice and the newer driver you recommended is "not compatible" with my system. The USB Optimization is disabled in the Bios as well. The USB mouse and keyboard work fine it is only "mass storage devices" that Windows try's and fails to load the correct drivers. I'm open to any other ideas.

Can you also test a clean installation of the OS?
Yes the Management Engine is installed. Whenever I plug in a USB storage device I get the " device driver software was not successfully installed" and the device is present in the Device Manager with a yellow bang.
I understand your frustration.

I replaced the HD and installed a fresh OS. Problem solved at this point, having to go through all the pain of re-installing all the software and updates. So far so good. Hopefully the problem doesn't return.

I have set everything up on a temporary drive, once it all looks good I'll clone it to my preferred SSD. I have re-installed the important programs. It gave me the opportunity to clean house somewhat. I was careful installing updated drivers and all is good so far. It still takes a little longer to boot than I am used to but the USB ports are all functional.
