On mine that screw was just really tight. Make sure you have the correct size screwdriver head, keep everything secure so the driver does not slip and just apply more force!

I talked with an electrician and he maintains that Phillips screwdrivers come with different heads. Like some are more pointed and some are more flat. Choose one that will give you the best purchase.
Had the same issue with my 3217IYR - even had an RMA lined up with my point of purchase. Finally got it to break free with a massive amount of force....
The tightness of these fasteners is ridiculous - if Intel is that concerned about a fastener loosening in-transit they should look into a dab of LocTite - not crank them down so tight you practically have to shatter the motherboard to remove them....
