At this point since the board is out of warranty, there are some troubleshooting steps I can provide for you to try:
- Clear the cmos on your board by removing the battery and bios jumper for about 20 minutes, then reconnect the devices and update your bios to the latest one that can be downloaded at the following link:
- If possible take the board outside of the chassis in an non-conduct surface to void grounding issues.
- Make sure the heatsink fan is connected to the CPU header and not the Rear fan header.
- If possible test a different fan in your system.

I have tried it but the fan speed is showing as 0 rpm in Intel Desktop utilities software.
I think its wire is broken.
I cannot try another fan. I will buy a new fan.
