We do get occasional reports of problems entering BIOS with F2. Usually it comes down to the type of HDMI monitor you're connected to. What type of monitor or TV are you using?
Also, if you are using any sort of device along your HDMI connection (like an AV receiver or an adapter), try without that device - just connect directly from the NUC to the monitor and see if that helps.

I'm also checking with BIOS engineering about the problems getting info Maintenance Mode. I see the same thing you are with both the jumper and with the power button menu.
