Assuming that you are using compatible CPU and memory.
Actually if the fans are not spinning, it could be a board failure or the PSU is not the right one. I have used a 2X10 pin PSU last time on one of the DQ965GF boards, it did not work with some 2x10 pins PSU, but it worked with another one. So this could be the reason.
Check the CPU on another compatible board as a test if possible.
Does the board issue any three beeps without the memory connected?
Did you try the board out of the chassis and use a screwdriver to power on the board by referring to the right pins from the board technical product specification manual?
Try these things and let us know how it goes.

Removed the RAM and there were no beeps from the motherboard... just the green standby LED.
As i told you earlier, the only way to be sure is by cross testing.
Because the PSU could be a problem, this is why i cant be sure whether the board or cpu is dead.
So you are still left with 2 hardwares to cross test: psu and cpu at least
