Since you already reinstalled Intel® SSD Toolbox the cause of the issue should be something else.
Please try repairing your installation of Microsoft*’s .NET Framework. Usually such option is available in newer versions of Windows*; however, you may search for it in Add/Remove Programs in Control Panel. Otherwise, you may need to uninstall and reinstall .NET Framework.
