As far as bios versions tested:
Bios version 25: seagate thunderbolt works with windows 7 or windows 8.
Bios version 39: seagate thunderbolt works with windows 8, but not with windows 7
Bios version 42: seagate thunderbolt does not work with windows 7; unknown whether it works with windows 8
As far as other testing, I have only two dc3217by boards: one running windows 7, the other windows 8.
I am reluctant to flash back and forth too much for fear of bricking one of the units which are in production.
I just wondered what you knew because bios 25 is pretty old, but the newer versions like 39 and 42 do not work with the seagate thunderbolt adapters under win7 x64.
Bios 32: seagate thunderbolt does not work with windows 7
Bios 28: seagate thunderbolt does not work with windows 7
Seems that Bios 25 is the last version that seagate thunderbolt adapters work under window 7

It should work with version 36. Did you try reinstalling the drivers with such version and rebooting twice as suggested in the other thread?
Perhaps you may also want to uninstall the drive from device manager and reboot.
