Computer will not POST with Graphics Card Installed

      Hello All,

I am helping my nephew trouble shoot a problem he is having with a new system that he is building. He has got an Intel H67 motherboard and a Radeon HD 7870 graphics card. The system will POST and allow him into the BIOS without the graphics card installed. However, with the graphics card installed the system will not POST. The PC just displays an error code of EB in the bottom corner. I checked Intel's website and it translates to either "Calling Legacy Option ROMs" or "Calling Video BIOS". I assume the latter is the problem because it seems related to the graphics card.

Things that I have confirmed with him so far:

      1) The PSU exceeds the min power requirements for the motherboard and graphics card.
      2) The PSU has a 6 pin pci-e power connector and it is connected to the card.
      3) He changed the BIOS setting to use the graphics card in the expansion slot.
      4) The fans on the video card power on when the computer is powered.
      5) Re-seat the card in the expansion slot.
      6) Disable the on board graphics card.
      7) Computer will POST with another video card.
      8) Updated the motherboard BIOS
      9) Cleared the CMOS by removing the battery and unplugging it.
      10) RMAed the card and the new one exhibited the same behavior.

I am totally stumped by this one and would greatly appreciate any suggestions.

Thank you in advance for any suggestions.
