Unable to Setup ATI Crossfire on a DX38BT.. BIOS Settings?

    iceman0108

About to give up, so need some good help from experts here. Apologies for the longish post, but I'd rather put extra info in a single shot that make it a 'forum conversation'

Trying to configure Crossfire on a DX38BT with 2 ATI VisionTek HD3870s (that is, 2 cards HD3870, not the newer HD3870X2) with no success. Have tried multiple things from the ATI forums, as well as guru3d and techpowerup. Im now thinking it maybe BIOS settings...

Problem is, Crossfire is either not enabled, or does not use the 2nd card.
My latest 3dmark06 Standard on Vista Ultimate 64 makes 11834 marks, which is a rather low benchmark; Average is around 11600 across multiple tests.
I've swapped the cards, used only one, only the other and both cards appear healthy.
I've used only one connector bridge, both bridges, oriented J1 to 1st card (and not), I even tested with a voltmeter every single path to see if the bridges were broken. They're ok.
I've cleaned installation/drivers with both DriverClean and Driversweep, as well as manually reviewing folders and registry settings.

The only thing I havent done is flash the BIOS on the cards, but I'm very reluctant to do that.
Both cards are identical, and in the listings from techpowerup, the BIOS for these cards is newer than other VisionTeks, and I dont quite like using another brand Bios. I dont wanna end up with a brick.

      Additional Symptoms - checks:

ATI Catalyst 'Crossfire Tab' does allow me to enable Crossfire
ATI Catalyst 'hardware info Tab' shows 2ndary adapter 'disabled' , instead of 'linked'
Some people mention a 'Crossfire logo/icon that should appear if/when an application usues 3d and Crossfire is enabled. I haven't seen this.
GPUZ (0.3.3) shows something kind of odd: (this is why I am thinking this maybe a BIOS / PIE bus issue )
           for the 1st adapter, it shows "Bus Interface" = "PCI-E 2.0x16 @ x16 2.0"
           for the 2nd adapter, it shows "Bus Interface" = "PCI-E 2.0x16 @ x16"
      - Both adapters show active in Device Manager thou I notice the 'primary' card has an additional set of Memory positions that the 2nd Card does not have.
      - In different games, namely Eve-Online, CoH and Fallout 3 that I have tried so far, I notice that only the primary card seems active, temp goes up , fan kicks in, while the 2nd card stays always at 0 usage (verified with CCC , Riva and visually)
      - 3dMark06 does report about 70% gain if i turn on/off CFire on CCC running the pixel shader test ONLY. However, there is minimal gain if I run the full tests (less than 10% variance, which can be explained by plenty of other things). and the average test results are around11000~11500 for both XP32 and Vista64 which is totally underperformant.  Whereas I've seen posted average reports of 18k-20k with that same CPU and a single card and as high as 25k with a single HD3870X2, which should be similar to  a run of 2 HD3870s, if Crossfire is truly enabled. Furthermore, 3DMark System Info reports Linked adapters 'false'.

I'm out of ideas here.. HELP!!!
