I believe that there might be more than one issue in your system and it seems to me that this is more related to the operating system installation itself.
I suggest that you use the recover CD that comes with your DELL computer and restore your system or check with DELL for information on how to set your system to its original configuration using the drivers they originally installed in this system.
When I first bought the laptop, it had no operating system.
The windows was bought separately.

The USB ports are not working after I used an USB lamp and got a message saying something happened to that port. But the other one I have doesn't work either.
In the third USB port I have the mouse, and it is working, but I didn't pulled it out and put it back, as I was afraid it won't work anymore.
If you still think there might be a Windows problem, I can reinstall it.

This should get rid of the SM Bus message.
Concerning the USB ports, check on the Device Manager, and see the status of them. If there are devices marked with a question or exclamation marks, right click on these devices and then uninstall these devices, then restart the computer and the operating system should reload the driver for them.
