The budget is about 750 USD, building a PC to run as many VMs as possible, and i read that the VT-d technology should help.

The Intel® Virtualization Technology (VT-d) feature is a processor hardware feature, so many Intel processors in the market support that feature; I would suggest checking the following link:
http://ark.intel.com/ http://ark.intel.com/
In that link you can see all the Intel processor families and you can check the list of models available for each processor family, that way you can determine if the processor that you have in mind supports this feature.
