Probably the fastest route is to get to the System Event Log. The Baseboard Management Controller (BMC) maintains a System Event Log (SEL). Since your system is not stable, I assume you cannot enter EFI Shell from 'BIOS' Boot Manager menu? If you can, you would want to download the Intel SEL Viewer utility for EFI.
There is a way to access the BMC via the Remote Management Moduel (RMM). You might look into that.
Otherwise, if you have to do the troubleshooting manually, I would:
1) Check this page for memory compatability: http://serverconfigurator.intel.com/sctthol.aspx?search=Server+System+P4308CP4MHEN
2) Remove all memory. If there are three beeps, the memory is not suitable, otherwise the processor(s) are at fault.
3) try different cpus to verify that the cpus are good.

I'm pretty confident about the memory, I've got 16 Kingston's memory modules certified for use with this server.
I've got 2 identical CPUs and I've tried them each as well in a solo configuration.
I'm using the heat pipes that came with the Intel case, they don't have fans.
When I plug the power cord in the server does all the controls and after 1 minute the system light with the exclamation mark lits and stays green.
Fans run for 10 secs and then the server powers down, just to power up again a few seconds later; and it repeats this routine over and over, always without sending any signal through the video.
I've done some digging. The E5-2687W processor is listed as compatible with only one server system and four workstation systems.
We can dig deeper to find out exactly why the hardware is incompatible, but the short and very inescapable fact is that you need to verify compatibility before purchase. Sorry to be the one to break it to you.
