Intel(R) Celeron(R) CPU E1200 @ 1.60 GHz HELP!

My computer doesn't want to start up anymore. I have Windows 7 and MS Office 2010 loaded onto it. When I turn it on, it freezes at the Windows start page. I think my only option is to wipe the computer totally and load everything again, but I can't figure out which F key to press that will allow me to do this. I've Googled it, but I can't find what I'm looking for. When I add my Windows cd into the pc, then start it up, the computer doesn't try and boot up from the cd.

Please can someone give me their input?

We recommend you contacting your system builder or motherboard manufacturer for assistance.

Intel® processors do not determine which F key to press, neither influences on whether the Optical Drive or BIOS are able or not able to boot up from a CD.
