First of all, I would like to inform you that this motherboard has been out of support since June, 2013.
However, please provide me the following information in order to double check if all the components you are using are under specification.

It looks like all the components you are using are compatible.
You may want to try updating the BIOS since you are running an older BIOS version.
There are 7 newer versions for this specific motherboard, therefore, I recommend you to install at least 3 versions before updating to the latest one. For example update to version 0038, 0043, 0046 and finally 0048.
This link will provide you the different methods available to update the BIOS http://www.intel.com/support/motherboards/desktop/sb/cs-022312.htm
Try updating the BIOS to version 0046 and then to version 0048.
Please check the following link. It will show you the supported memory configurations.
Sorry to bump up an old thread. Even I'm facing the same issue. My system already had 2x2 GB RAM. I wanted to add 8 GB more. Got one and installed it and windows was not loading, BSOD. Then I got a 4 GB one and same issue. Tried all the steps mentioned in this thread and nothing helped. I had a Linux Mint DVD and I tried booting using that and I was able to boot properly without any issues. Then I tried to install Windows 7 again, still no go, the system restarts. I would appreciate any help regarding this issue.
Having a similar problem too.
My PC has the following specs :
CPU: i3 540
GPU: Gigabyte HD 7750
HDD: WD Caviar Green
RAM: 2x2GB modules (not sure what make, probably something local and cheap)
OS : WIn10 TP
I got myself a 4gb Corsair RAM today for the same system. (http://www.amazon.in/gp/product/B009CILPRI?psc=1&redirect=true&ref_=oh_aui_detailpage_o00_s00)
The BIOS recognizes the new RAM, but the windows boot fails everytime and it gets stuck in a reboot loop.
The windows boot logo appears (the 4 blue squares and the revolving white dots) and then it restarts again from the intel motherboard screen.
I got a few BSODs too a few times, like <irql not less or equal> and another a kernel error
I tried resetting the BIOS with the jumper, I tried simply using the corsair ram, with the old ram unplugged and still didn't work.
It works fine with just the old ram sticks.
And it boots up fine with a Ubuntu USB drive with 8gb of RAM.
