I don't know for sure, but I suspect that the WMI service used by Intel(R) PROSet is being stopped or blocked from starting. You can check the Windows services to see if WMI is running. See the article on missing tabs at http://www.intel.com/support/network/sb/CS-030604.htm. Even though Windows 7 is not mentioned in this older article, the information still applies. I will make sure the OS list gets updated.

However, on my PC the wmi service is already set to auto-start and when I went to check it, it says it is started (running).

Do you have multiple users on the PC? Maybe there is some issue with the security permission level of the program running in the background that causes the tabs to appear.
I think the next step is to use "Uninstall a Program" in Windows Control panel to completely uninstall the Intel Network Connections software. Go ahead and remove everything including the base drivers.
Then restart Windows.
Then install the downloaded software package, but do not do the normal double-click to open it. Try right clicking on the package and choosing run as administrator. Even if your user has administrator privileges, when you execute a program, the program runs with normal user privileges. Installing with normal privileges should be good enough, but I am asking you to use administrator privileges because of the missing tabs while WMI is running.
I don't know if this will fix the issue or not, but I think this might have a chance. I hope this helps.

Well due to some other problems on my system I decided to do an factory-reinstall of Windows (using OEM provided media).
Reverting back to the OEM supplied version of Intel software (which has not been updated since 2010!), some advanced features are now available. However, I miss the nicer interface and diagnostic tools of the newest version.
BTW, the pc is Acer Aspire Z5710, the LAN software version provided is v22.214.171.124, download link

Deciding to upgrade your software is a personal choice. When you use the software supplied by your computer manufacturer, you have the software and drivers that they tested to be compatible with your computer. If you are satisfied that the driver is working properly, then you should consider not upgrading. You never know when some bug fix that applied to a completely different system could cause a new bug to show up on your computer. Also, the drivers released by an OEM are sometimes customized by the OEM for your computer. If you upgrade to the latest generic drivers, you could lose those customizations. I have no idea if there are customizations in your case or not.
On the other hand, if you want to upgrade to the latest drivers so that you can get the features found in Intel(R) PROSet, I can understand that. The latest software package includes a newer driver, version 126.96.36.199 dated 07/20/2011 as well as the version of Intel(R) PROSet that was tested with the latest driver. You should be able to upgrade using the download package from intel.com, and in theory, all the software features will work on your computer (minus any customizations that were made by your OEM, if any.) The risk is low enough that many people routinely install the latest drivers and software without experiencing any problems. If I were you, I would give the new software a try in order to get the features you want, but be prepared to uninstall the update if you have any trouble after upgrading.
