How does one tell, based on either Product Code or Serial Number, if the i7 2600 processor purchased is new enough to not have the recall problems identified over the past year or so. Before moving forward with the build would like the peace of mind knowing this will not be a problem down the road.

The issue that happened beginning this year, was only with the 6 series chipset, but it is not related to the processors at all.
Actually there is only one version of the Intel Core i7-2600, which has spec number SR00B.
