Try running the tool on another system, if it works fine, then I would suggest trying a clean installation of the operating system.
Adolfo, you are a funny person! Reinstall the OS because this app has an outdated prereq, that's a good one!
I did find a workaround to it, using 7-Zip extract the contents of IPDT Installer 64Bit 220.127.116.11-10-9.exe to a folder and run IPDT64_Install.msi alone. You will skip the outdated prereq check and be testing in no time.
