as a recommendation, I would suggest testing the processor on a 2nd motherboard to determine if the issue follows the processor.
Make sure it does not have any physical damage on it, and also verify the compatibility between the Intel processor and the motherboard.
When contacting Intel Customer Support center, please have the processor handy with all the information located on top of the processor itself, since the warranty / technical support agent will ask you for that information.
