What was the point of making the pitiful 945GC chipset?

In the era of Windows Vista, why would Intel make a crippled chipset that only supports 2 GB RAM tops?

I can only wonder if it were at the request of some large OEM, who wanted to churn out PCs that can not be upgraded, thus forcing the lesser-educated consumers to buy another PC sooner rather than later.

If so, Intel is not striving for excellence.
