Try the power settings tweak. Change it to performance mode.
I have tried all the previous mentioned 'fixes' for this problem. This includes performance settings, dual screens etc and none have worked

problem won't be solved, Intel(R) HD 3000 is not made for games just like any other integrated GPU.
