Quad and Dual Core Processors

This may sound like a dumb question but how do Quad and Dual Core Processors work?

For example,

If you have a Quad Core processor like the I7-2630QM.

Would the total GHz be:

2GHz (0.5GHz per Core)

Or

8GHz (2GHz per Core)?
