    DG965OT upgraded CPU runs slower

I've upgraded a PowerSpec T470 desktop computer with a CPU from an E6300 to an E7500 but the BIOS shows the Core Speed and 1.8 GHz to an 1.6 GHz instead of 2.9 GHz (which the Intel Core 2 Duo E7500 is to run at).

Note that i've updated the BIOS on the DG965OT motherboard to MQ96510J.86A.1754.2008.1117.0002.

I've reset of the BIOS but it still shows it as 1.6 GHz.  I when into the BIOS in Maintenance mode (using the dip switch on the board from pin 1-2 to 2-3) but it didn't give ability to change nor did it update/match to the process. Again, the BIOS version for chipset intel G965 express and is 1754 version.

The Computer Model at PowerSpec states that this CPU is supported.

The computer runs slower than before. How do i get the BIOS to recognize this processor?
