Intel D975Xbx2 Board Problem, Only Indicator is a Flashing Standby Light on the Board

I have an extreme series desktop mother board D975Xbx2; I used this board to build a computer 4 years ago (the computer worked). Recently the computer has been dead, the hard drive and fans do not spin nor do any of the LED lights built into the case turn on. I have tested the on/off switch with a voltmeter along with the outlet from the wall, all of these work. The only indication of power going to the board is a green flashing LED light built on the board next to the board's main power input. What does this light mean? Is there a problem with the power supply out put and how can i check?

      Thank you
