since this is a Intel Server I would ask the Intel support (or post in this forum, or both)
The Memory Controller hub is integrated within the CPU so in order to use both groups of memory, you need 2 CPUs. Any core can then access memory from any bank.
Max memory is 16G DIMMS X 12 = 192G (see http://www.intel.com/support/motherboards/server/s5520ur/sb/CS-030026.htm for supported memory)

The OS you are using may limit the amount of available memory.
As a rule, 32 bit OSes can only access up to 4 G of memory
So as far as a limit to the 6 slots 6 * 16 G = 96G.
Never heard of the SIW software. Looks very simular to the Intel System Information Tool
