    Is my motherboard dead?

I have a desktop computer I built a year ago and now when I try to power it on, I get mothing.  It flashes real quick but makes no noise, even the fans on the case don't come on.  I have replaced the power supply twice and still have the same problem.  So I am wondering if it is the motherboard that is dead?  If the CPU is dead shouldn't the fans still come on at least?

Yes you are right in as such as if the CPU was faulty you would expect the fans to spin. With them not spinning, it is more likely to be a PSU or motherboard issue or a short.. I would suggest taking teh motherboard and components out of the case  and testing just motherboard PSU and CPU out of teh chassis see if you get anything from it.
