In the BIOS how do you have the HD set ??AHCI ??IDE ?? RAID ??
"ATA/IDE" is set to Native (not legacy)
"Configure Storage Controller as" is set to IDE
"Smart" is Enabled
Since you have already installed W7 you should have the native AHCI drivers already installed . try setting the BIOS to AHCI before installing XP , If you don't have AHCI there is a way to get it without reinstalling W7 but it involves some registry editing.

Experienced similar stuff with Intel boards in the past. Some boards only supported specific SP's. There's a good chance the HC only supports SP3.
Well no luck on that one. I then tried ATA/IDE set to Native without success either.
I finally got it to work. Here is what I did to get it going (I don't know which one was the magic bullet).
1. Unplugged all USB devices from the computer. (one of them was my MS wireless keyboard and mouse receiver)
2. Plugged a PS2 keyboard in.
3. Set the bios ATA/IDE setting to Legacy.
Windows XP installed fine with these changes...
