Core2Duo 6420 problem - low frequency

Hello, can anybody help me? I re-install my operation system (now install XP) and my central processor (Core2Duo 6420) now work on low frequency. Everest show only 1.6 GHz and this then I playing in 3d-game or watching HD-movie or archiving some files. That is not some program presets/profile or power savings mode, because i install only drivers, Everest and Crysis. What happened? Who guilty? Early processor work on default frequency - 2.13 GHz and I didn't change any accessories. Please help me. P.S. my configuration: CP - DualCore Intel Core 2 Duo E6420, 1600 MHz (8 x 200), MB - Gigabyte GA-945GZM-S2 (3 PCI, 1 PCI-E x16, 2 DDR2 DIMM, Audio, Video, Gigabit LAN), Cheapset - Intel Lakeport-G i945GZ, Graphic adapter - NVIDIA GeForce GT 240 (512). Please make sure that the Enhance Intel SpeedStep(R) Technology is enabled in the BIOS of the motherboard, that way the processor will be running at maximum speed always.
