Upgrading the OS without removing the Intel(R) Network Connections software causes the software registry settings to be corrupted. However, all is not lost. Read Unable to uninstall network adapter drivers and/or teams for possible solutions. The Windows Installer Cleanup Utility from Microsoft should help you.
Thanks for the help. Unfortunately, the suggested solutions didn't fix the problem. I didn't try editing the registry
