Have you tried disabling the device and then enabling it in Windows* Device Manager? If so, at no avail, please, make sure you followed the Critical Driver Installation order outlined here:

Thanks for the thoughts but with a bit of luck figuring out what was causing problems and some help from Intel's chat support I figured it out already. To put things simply I had to update Bios, update the LAN driver, and tell Windows Updates to NOT install .NET Framework 3.5 security upgrade. It was the security upgrade that was stopping the LAN driver from working, Bios needed to be updated so the LAN driver would continue working after turning off then back on my computer.
