Intel HD Graphics Control Panel doesn't open

I have a Dell Inspiron 3567 laptop with an Intel HD Graphics 520, when I bought it months ago the Intel control panel was working like a charm, however in the last couple of weeks I cannot open the Intel control panel... it shows that it's initializing and then disappears, i have tried multiple driver re-installations from the Intel website and the Dell website but to no success.

 

I have included the result from the support assist.

Misho: Please un-install the current graphics driver from "Device Manager" and then restart the laptop.

 

 

We recommend to install the graphics driver provided by Dell, since that driver was customized by them to work with your specific platform, please install driver version 23.20.16.4973, A06:

Since the processor works with the Intel® HD Graphics 520 controller, we can also try to install the Intel generic driver version 25.20.100.6326:

Un-installed the driver twice and installed the other ones as requested, but it did not help... the control panel does not open.

 

Is there an alternative way to make 4:3 resolutions stretched on this 16:9 monitor? Since I only need the control panel for this...

Misho: We are sorry to hear the issue persists.

 

 

Once again, please un-install the graphics driver from device manager:

After that, install the driver one more time this time manually:

You should be able to access the the control panel once the driver gets installed.

 

 

In regard to your question, Windows provides some resolutions, enter "Display Settings" on the search bar, then look for "Advanced Display Settings" in there you will be able to see the ones available.

Still not opening.

 

As for the alternative method it is not going to help, I need to stretch the 4:3 resolution not just to select them.

The SSU report shows that the laptop might be working with two different graphics controllers, Intel and AMD, as you can confirm here, since there are graphics drivers available for both of them, try to install the AMD driver version 23.20.768.12, A05 as well:
