Your problem is that your processor and graphics are not supported on Windows 10.

Microsoft release an update on Friday, Aug 31. Perhaps that update affected your system.
Your processor and graphics have never been supported on Windows 10.
This does not mean Windows 10 will not run on your system.
It also means you have been lucky with Photoshop, and Microsoft can pull the plug at any time.
If your system is a desktop, and if you want to keep your current system, try to find a COMPATIBLE add-on graphics card.
Otherwise, get a new(er) system.
