I would like to set your expectation that since your inquiry is regarding an OEM device (e.g. desktop, laptop), our support will be limited. Intel has no drivers of Intel® Management Engine Driver for 8 Series Chipset for Windows 10. The driver that can be found in our download center is only for Windows 8 and Windows 8.1. Nevertheless, I will do my best to assist you on this.
This is a 3rd party website which you can use for your reference. However, I don’t guarantee that installing this driver will solve the issue.
Also, Intel Core i7-4790 processor is a 4th Generation processor which requires Intel 9 Series chipset. Intel 8 Series Chipset can be also used as long as the BIOS is updated. With this, we highly recommend contacting your device manufacturer (DELL) as they can provide you an in-depth assistance regarding your BIOS.
