Due to the absence of elevated rights, it won't be possible to make any change in the version of caffe that is already installed.
From the commands that you are trying to run, it looks like you are trying to rebuild caffe.
Caffe comes preinstalled in DevCloud, and you need not build caffe again.

Basically the existing caffe is broken with C++ code.
The files in /glob have read only permissions where you are not able to create other folders.
You can try to copy the required files to the home folder.
Since your requirement is to copy the caffe.pb.h file, try the following steps as an alternative solution.
To find the file path you can use the command :
find -iname "caffe.pb.h"
Try creating folder in your home folder to which you have to copy caffe.pb.h and copy the required file from the obtained file path to the home folder.
